Constitution
Preamble
Realizing certain necessities in the promotion and
preservation of both
Ourselves and our work, we, a group of professional
teachers of vocal music in the parishes of Allen, Beauregard, Calcasieu,
Cameron, Jefferson Davis, and Vernon have come together to form an organization
with the following aims and purposes:
1. To
promote a high standard of teaching, study, and
performance.
2. To
vigorously encourage and support all worthwhile musical
activities in
the communities represented by the membership.
3. To
develop a complimentary relationship between private
teachers
and public and parochial school systems.
4. To
provide a means of exchange of ideas, experience, and
inspiration
among teachers.
5. To
promote and maintain a high level of ethical and business
practices
in the music and teaching profession.
6. To
enjoy the social pleasures and mutual benefit of friendly
contact
among members.
7. To
present a unified front whenever and wherever necessary to
protect the
common interests of all concerned.
ARTICLE I
Name
The name of this Corporation is District V Vocal Musical
Teachers’ Organization.
ARTICLE II
Terms of Existence
The term for which this Corporation shall exist shall be a
period of fifty years.
ARTICLE III
Officers at the Time of Incorporation
The following officers will serve until their successors
are duly elected, qualified, installed, as prescribed in Article V, Section 1.

ARTICLE IV
Basis
This corporation is organized on a non-stock, non-profit
basis. Membership in the
corporation shall be of the types described herein.
SECTION 1. Active membership in the District V Vocal
Music Teachers’ Organization is
open to all
persons
aligned with vocal music education,
upon
payment of the annual dues as
stipulated in Article VIII. An active
membership entitles a member to one voice
and participation in all music activities
sponsored by the organization.
SECTION 2. Associate membership is
granted to any individual
not actively
engaged in the teaching of vocal music,
but who is
interested in the advancement of music
education in Ditrict V. Such members do not have
the right to vote, but have the privilege of attending
all meetings and of participating in discussions. The
annual associate membership fee is as stipulated in
Article VIII,
Section 4.
SECTION
3. Student
membership is granted to any college student
majoring in vocal music education. Such members do
not have the right to vote, but have the privilege of
attending all meetings and participating in
discussions. The annual
student membership fee is as
stipulated in Article VIII, Section 4.
SECTION
4. The membership year shall be from September 1 to
September
1.
ARTICLE V
Officers
SECTION 1. The officers of the
Corporation shall include a
President, Vice-president, Corresponding Secretary,
Recording Secretary, and Treasurer each for a term of
one year.
SECTION 2. The retiring President
shall automatically serve on the
Executive
Board, which shall consist of the officers
listed in Article V, Section 1 and the Committee
Chairmen.
SECTION 3. The positions of
Librarian, Honor Chorus Chairmen,
Social
Chairman,
Publicity Chairman, and Festival
Chairman
shall be appointed by the President, subject
to the approval of the Executive Board.
SECTION 4. The duties of each
officer shall be as follows:
President - To represent the Corporation in
all public
relations and contact with other organizations and
individuals. To
preside at all meetings of the
membership and of the Executive Board. To call
meetings of the Executive Board as needed.
Vice-President - To assist the
President at all times
and to assume the duties of the President on occasion
of the President’s absence.
Recording Secretary - To keep the
minutes of all
regular and Executive Board meetings.
Corresponding Secretary - To handle all
official
correspondence of the Corporation.
To maintain and
distribute all written information concerning the
activities of the Corporation.
Treasurer - To receive
and disburse all funds
belonging to the Corporation and to keep accurate
records of the bank account of the Corporation. To
give a financial report at each meeting.
SECTION 5. The President shall
have the authority to fill by
appointment any vacancy on the Executive Board.
Such appointments shall be not more than 30 days,
at which time a called election shall be held
by the
membership.
ARTICLE VI
Meetings
SECTION 1. a. Meetings of the membership shall be
held from
September through May. At such meetings a vote
of the majority
present shall govern.
b. The President may call a meeting of the
Board at
any time the need
arises.
SECTION 2. A monthly meeting may
be canceled or omitted by
action of the Executive Board. Monthly meetings may
not be canceled or omitted in two consecutive months
except in time of public emergency or in very unusual
circumstances.
ARTICLE VII
Elections
SECTION 1. Election of officers
shall be held at the April meeting of
the year.
Election shall be by members in good
standing.
SECTION 2. Nomination of officers
shall be made by a nominating
committee not less than one month prior to election.
Said committee shall be appointed by the President.
Additional
nominations from the floor may be made at
the time of the election.
SECTION
3. Officers shall assume their duties on June 1.
ARTICLE VIII
Funds
SECTION 1. All monies received
from any source whatsoever are
the funds of the Corporation and shall be turned over
to the Treasurer and properly receipted.
SECTION 2. Funds of the
Corporation shall be disbursed by the
Treasurer
or by the President in the absence of the
Treasurer.
SECTION
3. Dues of the organization shall be paid to the
Treasurer.
SECTION 4. Associate and student
membership dues shall be
waived.
SECTION 5. The Executive Board
shall have the power to set dues
for a period of one year, to be approved by a majority
of members at the next regular meeting.
SECTION 6. In the event of dissolution,
the assets will be
distributed to an organization exempt from income tax
under Section 501 (C) (3) of the Internal Revenue
Code or to the Federal
or State Government. Said
Recipient shall be voted on
by the membership.
ARTICLE IX
Scholarship
SECTION 1. A scholarship shall be
awarded to one McNeese State
University
vocal music education major for both Fall
and Spring semester. The choral director of said
university shall nominate a student named by the
MSU Audition Committee for
approval by the
Corporation at the May meeting. The scholarship nominee must have
participated in District V VMTO activities as high school student and must have
completed one year of university study.
If no students from District V meet the criterion, students who
participated in programs outside the district will be considered to insure the
scholarship is given every year.
SECTION 2. The scholarship
recipient must maintain at least
a B average in music subjects and a C average in
other subjects.
Failure to maintain the above
stipulated averages in the Fall semester forfeits the
scholarship for the Spring semester.
SECTION 3. Each scholarship
recipient shall be required to perform
for the Corporation membership at one meeting during
the school year.
In lieu of performance, the
scholarship recipient may elect to assist in one activity
of the Corporation during the school year.
SECTION 4. A savings account shall be
maintained by the
Corporation for the purpose
of funding the
scholarship.
ARTICLE X
Amendments
SECTION 1. Amendments to
this constitution may be adopted by
not less than a 2/3 majority of the votes cast.
SECTION 2. Before an
amendment shall be proposed for adoption,
it shall be studied by a Constitutional Committee
appointed by the President. This committee shall be
composed of five persons three of whom shall be
regular members and two shall be members of the
Executive Board.
AMENDMENTS
SECTION 1. Each member of the
Executive Board shall receive
a copy of the Corporation Constitution, which shall
be reviewed at the first Executive Board meeting of
the year.
YOUR ORGANIZATION
The District V Vocal Music Teachers’ Organization was instituted in
1967 and is opened to vocal music teachers in the parishes of Allen,
Beauregard, Calcasieu, Cameron, Jeff Davis, and Vernon. Although many of our activities have a
direct connection with LMEA, we are an independent organization. At this local level we take an active
role in:
1.
selecting judges for district festivals,
2.
supporting three District Honor Choirs,
3.
encouraging students to participate in the LMEA
High School All-State Choirs,
LA-ACDA All-State Choirs,
and OAKE
National Choirs,
4.
selecting a Vocal Music Teacher of the Year,
5.
discussing local, state, and national level issues and elections,
6.
developing unified methods of promoting our music programs, and
7.
aiding one another in professional growth.
Meetings for VMTO are usually held on the first Tuesday of the month at
4:45 pm in the choral room at F. K. White Middle School with the exception of
September during the school term.
Notices are e-mailed prior to the meetings as a reminder. Attendance at these meetings is most
important to you and your program as this is where we
vote on judges for festivals, keep up to date on local and state rules,
regulations, and deadlines, and develop a working relationship with fellow
teachers.
Available to all VMTO members is a music library containing a wide
variety of literature. This
library is housed at F. K. White Middle School. Music must be checked in and out using the adopted library
procedures. (A copy of those
procedures is located in this handbook.) Schools failing to return music
checked out from the library or used during Honor Chorus will be assessed the
price of the music.
Sharon Stephenson, LMEA District Director of District V, serves as the
link between VMTO and LMEA. Her
responsibilities include operation of all LMEA activities on the local level
(festivals and All-State auditions), keeping members aware of the changes and
developments in LMEA, serving as spokesman for local sentiments to LMEA, and
serving on the LMEA Board of Directors.

DEADLINES
Being aware of and adhering to the following deadlines will insure that
you maintain a membership in good standing and qualify you choir for
participation in available activities.
1.
District V VMTO Membership Dues: The
October
meeting is the final payment date. Current dues are $20.00.
2.
LMEA/MENC Membership Dues: Renewed
on annual
basis according to your initial membership. New teachers should contact the
District Director to obtain membership forms. Membership is required for all LMEA festivals and high
school all-state. A copy of your membership card must be included with

LMEA FESTIVAL ENTRY FORMS: These
forms must be
postmarked or hand delivered to the Festival Chairman, Anna Lou Babin one month prior to the opening date of the
festival. Exact dates are provided
in the September issue of The Louisiana
Musician and in the VMTO handbook annually. Any festival changes are announced by the
LMEA District Director at district meetings.
4.
LA-ACDA Membership Dues: Renewed
on annual basis
according to your initial membership. New teachers should
contact Executive
Director, ACDA, P. O. Box 6310 Lawton, OK 73506-0310. Membership is required in ACDA in order for students
to participate in the elementary and junior high honor choirs. A copy of your membership card must be

5.
OAKE/LAKE Membership Dues: Renewed on annual
basis according to your initial membership. New teachers
should contact Michele White to obtain membership forms.

To insure that you are up to date on deadlines, it is your RESPONSIBILITY
to:

attend meetings regularly to be aware of
possible
changes;
§
post your calendar;
§
keep a copy of the handbooks (VMTO & LMEA) in
a
safe place;
§
read handbooks for rules and regulations of
events;
and
§
stay in touch with fellow members.
We are all busy, but meeting deadlines is an important part of our job.
MONEY
District V VMTO is a non-profit organization. Therefore it is of great importance to keep accurate
accounting of all funds and
expenditures. A financial report is given monthly to
provide you with general understanding of where the money comes from and how it
is handled.

Honor chorus is our major fund raiser and our
major expenditure. Therefore, it
is most important that we manage our money wisely so that receipts and
expenditures balance.
The treasurer of the organization is responsible for selecting the bank
(s) with which we do business; keeping accurate accounting of all income and
outflow of monies; writing of checks, making deposits, making monthly reports,
and an end of the year summary.
All-State Auditions
LMEA high school first round auditions are held on the third or fourth Saturday of September. The exact date is usually determined by
the difficulty of the audition pieces.
A director must be a current member of LMEA in order for his/her
students to participate. Students audition individually behind a screen with a taped
accompanied minus their voice part.
There will be four audition sites with two judges per site. When a student enters the room,
he/she will tell the monitor and judges the part he/she will audition for. 2010 auditions will be held at Barbe
High School on September 18.
The fee is $5.00 per student. 40 students will be selected to represent District V
at the state auditions. A director
must be a current member of LMEA in order for his/her students to participate.
LMEA All-State second round auditions are held the second Saturday in October. A director must
be a current member of LMEA in order for his/her students to participate. The site and assigned times are
announced in the September Louisiana
Musician. District V will pay
the $12.00 audition fee for those students who qualify for second round. 160 students will be selected to form
the SSAATTBB choir (20 for each voice part) and 80 students to form the Womens Choir.
The All-State Womens Choir performs at the
LMEA State Conference on Friday and the SSAATTBB Choir on Saturday before Thanksgiving. Additional information may be found in
the LMEA Handbook.
Louisiana-American Choral Directors Association (LA-ACDA) sponsors the
Elementary, Junior High, Women’s and Men’s All-State Choirs in conjunction with
The Louisiana Fall Vocal Conference.
Auditions are conducted using tapes prepared at the school level. The May issue of The Choral Advocate provides guidelines for making the audition
tapes, forms and deadlines for submitting the tapes, and addresses of the
division chairpersons. You must be a member of ACDA in order for your students
to participate.
HONOR CHORUS
Honor Chorus was established in 1968 by District V VMTO to provide a
means of recognizing outstanding vocal students. Its purpose is to provide these students the opportunity to
work with other outstanding vocal students and to perform challenging music
under the direction of guest clinicians.
A further outgrowth has been the opportunity for directors to experience
professional growth. Forty-three ``````````
years of development and cooperation have allowed us to obtain a high level of
organization and efficiency in this large operation.
Requirements are:
1.
student participants must be a member of a
performing school choir or Les Petites Voix
and
2.
directors must be a
paid member of District V
VMTO.
High School
(Meistersingers) Guidelines:
1.
Auditions
A.
Auditions will be
held on Saturday, January 8
at Barbe
High School.
B.
The audition
selection is Jubilate Deo by Mozart and can be obtained from
Chris Miller.
C.
Students will
sight-read an 8 measure exercise.
D.
Students audition
individually behind a screen
with a taped accompaniment minus their voice
part.
E.
Auditions are
scheduled to begin at 8:00 am. Exceptions to auditions are the First Round
All-State Finalists and Alternates, Members of ACDA Junior High, Women’s and
Men’s Choirs, and members of the OAKE National Choirs.

from 8:00 – 11:00 am

Students are

ACDA Junior High and Elementary Choirs.

Charles-Boston Academy from 6:30
– 8:00 pm
4. Fees
A. A $2.00 audition fee is
assessed each student.

school director who submits a school check for the
total amount
to the middle school chairman.
C. The total amount must be
remitted before the
director can
obtain honor music chorus packets.
Elementary (Minisingers) Guidelines:
1. Auditions are held by the director in
each eligible
school
who submits a list of candidates to the
elementary honor chorus chairman.
2. Using the number of sections of fifth
graders in
each eligible school, a formula is developed to
select
a chorus of 200 fifth graders.
3. Two joint rehearsals are held on the
two Thursdays
preceeding (January
27 and February 3)honor chorus
from 3:30 – 5:00 pm
4. The rehearsal site will be Lake
Charles/Boston
Academy of Learning.
5. Other rehearsals are held in individual
schools.
6. A fee of $20.00 is assessed each
eligible student.
7. The fee is collected by the school director
who
submits
a school check for the total amount to the
elementary
chairman.
8. The total amount must be remitted
before the director
can obtain the honor chorus music packets.
2011 Honor chorus will be held on the first week-end
of February. Rehearsals are held
on Friday within the school day, 8:00 am - 3:00 pm and Saturday morning with
the guest clinicians.

Each director’s assistance is needed if we are to continue
to enjoy successful
honor choirs. Please attend
meetings so you will be thoroughly informed. Each teacher is expected to accompany his/her students to rehearsals so that you are available to
assist them with any needs they may have. Be considerate of other directors and remain at rehearsal
sites until your students are gone.
Those responsible for more than
one school or honor
chorus group are to provide an adult chaperone for one of the groups. Failure to provide a chaperone or to remain
until students have been picked up forfeits a school and director’s opportunity
to participate in honor chorus the following year.
AWARDS
Vocal Music Teacher of the Year
Our organization selects one member each year for special
recognition. The award that this member receives is
“Outstanding Vocal Music Teacher of the Year.” The following guidelines have been established in selecting
this individual:
1. At the May meeting, members will be
provided with a
nomination form listing all eligible members of
District
V VMTO. Members will vote
for one person.
2. The Award Nomination Committee will
tabulate the
results and compile biographies of the 4
members
receiving the highest number of votes. Biographies will be
e-mailed for review in June.
3.
Voting for the award will take
place at the August meeting.
4. Only one award is presented
regardless of
elementary, middle school, or high school
status.
5. A teacher must complete 3 years
of teacher
membership in VMTO before becoming eligible for
nomination as “Outstanding Teacher of the Year”.
6. There is an automatic 5 year
elimination from
nomination of
any director who is selected
“Outstanding Vocal Music Teacher of the Year”.
7. The name of the recepient is withheld until the
honor chorus concert of the next school term.
7.
The recipient shall be recognized through all forms
of media
possible and presented the award at
his/her Spring concert as well as at the
District V
Honor
Chorus Concert.
8. Qualifications for
Consideration:
A. Contribution to the association through
performance
of duties as assigned through
elections,
mandatory appointment, and
voluntary appointments.
B. Level of excellence obtained in
competition
with
his/her musical organizations.
C. Level of excellence obtained in
instructional
proficiency
as a professional educator.
D. Accumulation of achievements in the
professional competitive realms during his
entire
period of servitude in the district.
E. Must have been a member of the District
V Vocal
music
Teachers Organization during the period
of
selection.
F. Contribution service to the community.

HONOR CHORUS
All participants receive a certificate of participation. Eighth grade students receive a trophy
for three consecutive years of participation. Graduating seniors receive a trophy for four to eight
years of participation.
SCHOLARSHIP
A scholarship shall be awarded to one McNeese State University vocal
music education major for both Fall and Spring
semesters. The amount shall be
$300.00 per semester. The choral
director and/or department head of said university shall select a student named
by the MSU audition committee for approval by the corporation at the May
meeting. Auditions shall be held
in conjunction with all other university music scholarship auditions. The scholarship nominee must have
participated in District V VMTO activities as high school student and must have
completed one year of university study.
If no students from District V meet the criterion, students who
participated in programs outside the district will be considered to insure the
scholarship is given every year.
The scholarship recipient must maintain a least a B average in music
subjects and a C average in other subjects. Failure to maintain the above stipulated
averages in the Fall semester forfeits the scholarship for the Spring
semester. It shall be the
responsibility of the recipient to submit a Fall
transcript of grades to the VMTO President for continuation of the scholarship.
Each scholarship recipient shall be required to perform for the
membership
at one meeting during the school year. In lieu of performance, the scholarship recipient may elect
to assist in one activity of the corporation during the school year.
FESTIVALS
District V is know through out the state as having an outstandingly
strong Music Education program.
This recognition has been acquired as we the teachers and students have
experienced growth professionally and educationally. A large portion of this growth is acquired through
participation in local and state festivals. It seems our standard of performance increases each year
causing us to continuously evaluate ourselves.
Although, many consider festivals to be of a competitive nature, they
offer much more. Festivals offer
teachers the opportunity to have their work evaluated objectively and students
receive important feedback and reinforcement of their endeavors. Everyone is afforded the opportunity to
achieve the very highest score.
The LMEA Solo and Ensemble Festival is
operated under the rules and regulations found in the LMEA Handbook. Traditionally the festival is held on a
Saturday in February or one month prior to the large ensemble festival. Teachers must be a member of LMEA or
pay a $100.00 non-member fee.
Student fees are: Ensemble $5.00 per member and $5.00 for soloists. Registration deadline is thirty (30) days prior to festival date and is mailed to
Anna Lou Babin.
A copy of your LMEA membership card must be included with your
registration form. Teacher should
inform festival chairman of any special scheduling requirements and requests in
writing.
The LMEA Large Ensemble Festival is likewise operated under the rules
and regulations found in the LMEA Handbook. Generally this festival is held the third or fourth week of
March. Teachers must be a member
of LMEA or pay a $100.00 non-member fee.
Student fees are $2.50 per student with a $100.00 minimum per
group. Each group is assessed
$20.00 for a performance CD.
The registration deadline is thirty (30) days
prior to festival date and is mailed to Anna Lou Babin. A copy of your LMEA membership card
must be included with your registration form. Special requests for scheduling should be made in
writing to the festival chairman (Anna Lou) with the entry form. A late fee of $100 will be assessed
entries postmarked and/or received after the entry deadline.
The LMEA State Music Festival is will be held May 2-6, 2011 at Ponchatoula
High School. The number of days of
the event depends on the number of entries. Only those groups earning a superior rating in concert and
at least an excellent rating in sight-reading at the district level are
eligible for participation.
Teachers must be a paid up member of LMEA or pay a $100.00 non-member
fee. The student fee is $3.50 per
student with a minimum fee of $150.00 per group. A performance taping fee of $25.00 is assessed each group
participating. Consult the LMEA
Handbook for other requirements and regulations. Special requests for scheduling should be made in writing to
the festival chairman (Bruce Lambert) with the entry form. A late fee of $100 will be assessed
entries postmarked and/or received after the entry deadline.
